In quest to nationalize demand – supply scenarios, new projects are getting identified and prioritized. Such huge investment calls for appropriate level of private participation. Risks seem to be very high on investors is present scenarios which ultimately has to be bore by consumers. Existing Organizations are monopolies which make private participation difficult unless transparent platform is put forth viz. Water and sanitation regulatory Authority.
 
Hence a legislation getting framed with following objectives:
  • Suggest legislative changes to facilitate private investment.
  • Develop enabling regulatory framework to facilitate private investment and protect consumers interest.
  •  Suggest legislative changes to facilitate enabling regulatory framework.
Jurisdiction of such a regulator is expected to be on entire water resources of the state and its subsequent management and usages. Their role will also extend to sanitation wherever desired. Other than general regulatory functions as an independent body it would also set principles of determining tariff or set tariffs.
 
The draft legislation is taken up by the implementing department for further course of action.
